I believe it was approximately the latter.

IIRC the GJ company initially had a regulation restricting the use of
its locks by craft narrower than a given width (which might have been
11'6" or perhaps 12').

But it is rather suspicious that the gauge beam is indeed twice that
or a narrow boat.
