The tide only flows to the tail of Naburn locks and a high spring tide is only 
8feet( four times a year) so not much chance of getting over the wier except in 
flood conditions the same would apply to opening both gates,just not possible

I thought the problem was with the lock making level, so the lock
keeper could just open the gates (before he got his feet wet...).
