No, absolutely not! I'm saying people should not pay BW for a mooring unless BW directly and exclusively provide them with one. However, as per my previous comment "There will be some losers" I've come to the conclusion that an across the board increase is the right way forward: As far as I am aware, there is no increased cost to BW in the provision of EOG or marina facilities so why should they take an extra chunk off these people? Those of us who are CCs or have other moorings that generate no revenue for BW are therefore actually being subsidised by the others. As an incidental I wonder how much money would be saved by the reduction in admin costs for BW, who would not have to issue mooring licences to anyone unless they take a mooring directly from them.
