David Cragg told us about the Community First Responders in his area.

In Oxfordshire, we now have the retained Fire service attending to
perform this sort of role. If you call 999 for a medical emergency a
large noisy red fire engine appears out side your house  and sits
blocking the road, ready to respond to any other emergency that may
occur, while one of the crew members delivers first aid until an
ambulance can arrive.
It gets someone there fast but I bet it is annoying the employers of
the aforementioned retained firemen as their number of callouts must
have doubled since they started this new process.
