A fibula was a male chastity device used by the Ancient Romans,
consisting of a gold dumbbell shaped bar passed through the foreskin
and across the top of the penis, so that erection became extremely
painful if not impossible.
Presumably defibulation would be the removal of such a device, and
I'd be very surprised to hear that Ron had been trained in it.
