There was a time when this sort of thing (on a wide canal as here) was dealt with by a temporary lashup to secure the affected gate in place in the closed position, and narrow boats were allowed to pass through under BW supervision, using the other gate. Boaters might by subject to limited opening hours and some delay, but at least the canal wasn't closed for days! David Mack
