I think the membership of "user groups" is a bit different north and south 
of the border. Up here anyone who has an interest in an inland waterway is 
welcome to attend a user group meeting. As a result, there are boaters, 
fishers, walkers, hire fleet operators, canal societies etc and the 
discussions as result can range over a wide area. Meetings are held twice a 
year and they last for several hours on a Saturday morning. There are also 
other, smaller consultation groups which have been set up by BW over the 
years. Our next User Group meeting is this Saturday when the main topic on 
the agenda is the 2020 vision :-(

As far as I am aware, south of the border, User Groups are made up of reps 
from the "recognised" organisations- IWA, NABO, RBOA, DBA etc and presumably 
these reps respond after having consulted the members of their organisation 
:-)
