Hi all.
Just to clarify some points,
Actuate is a major company in Enterprise Reporting and Performance 
Management Applications was the initiator and original code supplier of 
the BIRT (Business Inteligens and Reporting Tool) project for Eclipse 
Foundation.
Eclipse itself is a major Open Source undertaking to produce an open 
source extensible development platform and application framework. Since 
it is heavily financed by some big firm the development and releases are 
on schedule like the Callisto release this June.

So BIRT is a bona fide open source software. (Actuate announced latelly 
though that they will integrate BIRT into their next generation product 
line.)
I have to agree with Reinier that the question here is Tomcat or no 
Tomcat. Using Appache and Tocat on one  server can be a problem.
But BIRT is a well developed product with very good backup both in 
development and maintenance.
As you all know PHP can call Java classes so BIRT can be called from PHP 
directly, but this involves some coding into Eclipse sever and this 
creates problem at updates etc. We experimented both but the Tomcat way 
seemed the easier.
