It's great that there is discussion started about reporting tool. 

There should be many solution that would fit to care2x. As a guideline I
would recommend to search for one with gpl-compatible license and
compatible with php 4/5. This way it can be integrated in the user
interface in care2x as new module or part of the existing modules. 

About Eclipse-BIRT: isn't this plugins that extends the Eclipse
platform? These means that if somebody needs the reports it have to
start this Eclipse-extended application. I see the reporting tool not as
a separate application, but as part of the current care2x user
interface. But nevertheless, whatever you decide will be better than the
current situation. 

About the question who should do this: I see there are many interested
people. I recommend that you proceed discussing this, come to a common
understanding and idea for solution and then organise yourselves to
implement this. You can use the care2x wiki to log your progress and
discussions for this feature.
