No, it's just a place holder that seemed like it gave a reasonable
amount of time before a minor release.  I have no idea if all the work
that might be proposed can be completed by then.  With the four
proposals currently on the list I think we could be ready for a minor
release before the end of the year.

Generally, I think it makes sense to pick a target date range like
(Spring, Summer, Fall,etc) and try to stick with that...relaxing scope
if necessary.

A major and minor release don't have to be mutually exclusive (as long
as there are resources to execute on them).  However, if the
architectural changes you have in mind are evolutionary, in terms of
the release strategy, shouldn't we consider them for 3.5?
