There are telecoms 48V ATX power supplies commercially available. Just check 
the minimum current requirements for regulation (some don't regulate very well 
at low current consumption). ROACH has load resistors that are switched-in at 
boot time to add a bit of a load to help with this until the devices are 
programmed and running. But even so, it's worth keeping an eye on it.
