the new stack exchange is free, however I foresee a problem with the content licensing, as they are taking ownership on that. If would have wanted to run a personalized QnA site, shapado would have been a better option, as it is free, and OSS so we can do whatever we want with it. However, Krzysztof (dude - do you have any shorter nickname ;) ?) is right. A custom site will suffer from the same problem as this list; too many people will simply ask questions on the main SO site.
