Problem is, people don't read. They won't read the sticker about
stackoverflow (or won't care) and they will continue to cross-post
everywhere they *can* post, just as they're still posting on the old
phpBB forum ( http://forum.castleproject.org ) right now, despite the
stickies and warnings.
I agree about the custom stack exchange, it wouldn't benefit anyone.
