you could just put a pully and cleat back there then after a tack lock the wheel and then finish setting the jib I have seen this on other boats but never tried it myself.

I am outfitted with a wheel which I love but it creates a problem in getting to the jib winches that are forward of the wheel. Every time I tack, I have to fight to get past the wheel to winch in the jib. I was thinking about moving the winches back so that I can get to them easily but I does not look like there is enough surface to mount them with out making some sort of bracket.
