There's a WM emulator in Visual Studio 2005 Pro. I don't know about other editions.
Also something like that should be available in free (as in free beer) Microsoft Embedded Visual Tools 4.0 (that's C++ and VB). You're prolly trying to get away from MS, so I'm sorry I can't give any other suggestion.
