The problem is that fully 80% of the spam I get originates from dial-up
accounts acting as their own SMTP. Sorry it sounds harsh, but in my opinion
ISPs should block outbound port 25 traffic from their dial-ups. We'd
eliminate a large part of spam nearly overnight.

I have a comment on this.  This would block me half of the time.  Since I
use several different account (home, work, spam killing, research, etc.) I
use a mail deamon on my personal box (running Win 2K Advanced Server).  When
I am at work, I can use my workmail server since it is set up to relay for
specific IP addresses.  However, at home, I must use my own box to ensure
that I can send mail on all of my accounts from inside a single mail client.

Please don't get me wrong, I agree that we need to do something about
spammers, but don't do something that will kill Joe User.

First, I'd really go after pacbell on this one. By the reverse mapping, it's
a DSL account, which I always take great joy in getting terminated, since
getting another broadband account is no simple matter.

Next, see if your mail server supports the RBL DUL list. This will block
mail being sent directly from dial-up accounts, instead of being sent
through an ISP's mail servers.
