Michael, some list server programs allow you to moderate new subscribers for
a few posts before they are allowed to post to the list unmoderated.  I know
that this would be a great drain on your time, but probably not greater than
tracking down spammers.  Additionally, you can often configure such lists
for multiple moderators, which would help you distribute the duties to a few
volunteers.

The one I've used with a great deal of success if Lyris's List Manager
(http://www.lyris.com/).  I'm sure you are totally sick of people suggesting
that you switch mailserver platforms for the list, but I have used it for
quite some time to solve a few of the problems I see you dealing with.

1) Filters for attachments - keeps away virii without converting all
messages to plain text.
2) Temporary moderation of new users (elimination of spammers).
3) Multiple moderators.
4) Newserver interface (multiview).
5) ODBC interfaces available.
6) Native archival and search tool.

The cost for what HOF would need would probably be about $4,500 with the
newsserver interface option, which I know people have volunteered to chip in
for before.  Anyways, just wanted to throw that out there....
