Even if they didn't report it, I would think it's much more likely 
that once
mail reaches a .mil or .gov address, it's scanned "Echelon style".  
The rest
of us might or might not be "watched" by Echelon, but I would hope 
that the
.mil and .gov networks are VERY watched.
