Either that will happen, or the same thing will happen to those that are
alreay poor and starving in this country .. they will simply be forgotten
and no one will care about them.  I guess it could go either way.  How would
the population crontrol work?  Manditory sterelization after the limit has
been reached, or do we just trust people to do the right thing for the good
of the world?  So .. what happens if someone does have more kids than they
are supposed to? Do we put them in jail?  Then what happens to the
parentless kids?  I think there will have to be some sort of governmental
control, since I don't think the American public could be responsible enough
to do it on their own.

I didn't say hoplessly violent, but humans ARE violent creatures.  Just look
at some of the sick and twisted things otherwise, 'normal' people do to one
another when they know they can get away with it.

You are right.  Things would have to change.  Right now, we are all to
caught up in our day to day activities to even bother about space travel.
It's not a high priority because no one cares.  The only reason we did so
much space exploration durring the space race was because it was just that
.. a race.  Some people were definately in it for the science, but the
public was in it for the ego trip.  Once the political climate changed a
little bit, it didn't matter as much so advancements in space flight slowed
to a crawl.

The only way space travel will become important again is if someone has a
vested intrest in making it work.  It won't be because of some high minded
idealistic exploration of space just for scientific curiosity and cultural
enrichment (it would be great if it was) ... it will be because we have to
do it, or someone can make a buck off of it.  Reasons we would have to do it
would include overpopulation, or resource depletion.  Reasons we would want
to do it is some corporation finds a way to make a profit from it.  Euopeans
didn't come to the Americas looking for enlightenment, they came looking for
money and resources.  So .. like I said, I don't expect society will change
all that much once we get out there and start colonizing other planets.  We
will act out there just like we do here.  People are people :)
