Aren't there several wbstores like cfstore.com that list tags and
applications for sale already?
I found a great web forum there for about 150US that had all the
features I'd ever need.
There's also the Macromedia Exchange already existing for searching tags
and applications.

The best practices with coding though is something that we could use a
single repository for, although we already have EasyCFM so maybe that
can be contributed to and expanded to fill any voids in this regard.

There have been some good suggestions here, and I would like to add one
more to the discussion.  I think we, as the community, can step forward
on this one.  What would be very helpful for me, is a site (HOF maybe?)
that consolidates best of breed CF concepts. It would be nice to go
someplace and find out the best forum package, WYSIWYG editor, security
practices, configuration options, ect, ect, ect.  I don't know about
others, but I would like more information about a tool or control then
how many times it has been downloaded.
