The axiom of a democracy of "The majority rules" does not apply to individual
rights.
There are racial minorities, and it is illegal to discriminate against them,
for instance.
Child protection laws are enforceable, and a child who has not yet reached
their majority is not legally defined as being able to make adult decisions,
thus the 12 year old IS the victim, consent or not.
