I don't necessarily know if that statement is true. I don't think
anyone can say for certain one way or the other. The Bush
administration wanted to set up their own terrorism policies and
therefore discarded what the previous administration had done. Maybe
if Gore had been in office, he'd have kept the same policies in effect
and might have stopped the attack.
