Two cents in on this one...

I think that the idea behind the electoral College is still a valid
one - it ensures that every state participates in the general
election.  However, in its present state it has one major flaw - all
of the electors in a state vote for the winner.  That negates all of
the minoroty vote in that state, and therefore greatly loads the
electors one way or the other.

My suggestion would be to force the electors to vote in an even
distribution that corresponds to the popular vote. If a state has one
million people and 10 electoral votes, and 700 Thou. vote W and 300
Thou vote Kerry, then 7 votes should go to W and 3 to Kerry. This
would ensure that every stae keeps a say in the election and also
allows for every vote to count.

What do you think?

The rational is that the more people that vote, the better the chance of
choosing Electors (delegates to the Electoral College) that will
vote according
  to the majority's wishes.

While I agree with the sentiment the truth simply doesn't follow.  Every
vote really doesn't count in the Electoral College system, its as simple as
    that.

Let's say that through some fabulous people skills every single person in
Massachusetts were to vote - fully 100%, not the usual 15-30%.  Well, so
what?  The exact same number of electoral votes would be cast by
    Massachusetts.

In truth every single vote just doesn't matter (at least in a presidential
    election).

Gore did make some good points though.  One is that "Every vote counts"
    this
in encouraging everyone to not shirk their duty and that is to register to
    vote
and cast their ballots regardless of who one votes for.

Whatever one thinks about his qualifications, he still will be able to claim
    the
majority of the popular vote, and that will continue to give him some
    stature in
the DNS, however diminishing over time.________________________________
