The EU military will not step up. First, there is no EU military, there is only the military of member nations. Second, there is an overwhelming feeling in the population that there is no need to project force at long distances and the current threats to the own territory can easily be handled by the current troops. Only in certain specific areas, such as airborne intelligence and control, there would be a need for a replacement strategy.
