The EU is capable of all that, except managing it: too many internal quarrels about who gets to manage what.

The EU is willing to do none of it (except maybe managing it: I suspect that some people would love nothing more but to move toy ships, toy tanks and toy airplanes over a very large map of the world).

BTW, one reason why historic data on manpower would skew the real power is that quite a few European nations used to have a military service untill recently. It appears that pretty soon that will be the other way around.
