There will come a time when there will be an EU military. I remember reading
statistics for the size of the potential EU military back when I was in high
school. And eventually they will eclipse the power of the US Army or at
least be a close 2nd so they will be a force to be dealt with.

The EU military will not step up. First, there is no EU military, there is
only the military of member nations. Second, there is an overwhelming
feeling in the population that there is no need to project force at long
distances and the current threats to the own territory can easily be handled
by the current troops. Only in certain specific areas, such as airborne
intelligence and control, there would be a need for a replacement strategy.
