It seems to me that any country that must pass laws to stem racism (like the
German law you mention or the hate crimes legislation here in the US) only
does it because they have serious problems with racism.  It just struck me
as an oxymoron to say that some nation isn't racist because they've passed
laws in an attempt to stem racism.

The laws, however, do show that the governments of those nations are
attempting to eliminate the problem.  I'm not sure how successful they are
(in any case) but it is a clear attempt and should be applauded.
