English Question

In the following quote from an article in the NYT, does the author mean "their exports to" for the word, "imports"?  Or is that proper American English?  It sounds confusing to me.  Thanks.

"The State Department estimates that Myanmar lost about $200 million in the first year of the ban on imports to the United States."
