Probably the best "local" I've been to, i.e., the one closest to a
real Irish Pub, is the County Clare in Milwaukee which is both bed and
breakfast and pub and restaurant.  It's not upscale though - like I
said, it's a *real* Irish Pub  :)   (no offense to the Irish)

I would propose the following rules to determine a real Irish pub:

1.) They must be owned and operated by someone with an Irish accent.

2.) The owner's name must be Irish and they must pronounce it
properly.  So, for example, if their name is Colm they should
pronounce it "Call-umm" or "coll-umm" not "colm".  Aine is "aah-n-ya",
not "annie".

3.) At least one bartender must have an Irish accent and compy with #1
and #2 above.

4.) The bar MUST properly serve Guinness and know how to make a black and tan.

5.) There must be a real dart board with real steel tip darts, even if
the customers can't use it due to regulations.

6.) There must be regulars, at least one must comply with #1 and #2
and all should stare at you in disapproval the first time you enter.

7.) You should hear etiher of the following: Ta me olta or pog mo
thoin.  And for sure you should hear Slainte!
