It's certainly his option. But it reiterates the administration's view that a global awareness or positive presence is not important. It cuts off his campaign from any chance of positively influencing foreign opinion, and since many U.S. voters are concerned with how we are percieved in the world it indirectly does influence U.S. citizens' votes.
