That's kind of my point - it just doesn't seem like something anybody would do - there's just no sense to it.
My guess is that either somebody low-level thought it was a good idea and did it without asking or it's a mistake. If I opened an art gallery would I waste resources blocking the entrance of blind folks because they're not the "audience"? Of course not - why would anybody, ever? There's no benefit at all to you and an increased possibility for negative attention.
