I don't think that is the case. I support diplomacy, to a point, however in my personal dealings I have come to the conclusion that sometimes diplomacy doesn't work.
At that it is better to act when the time is right than to wait around until everybody else is sure. One of things that I believe is that you can't compromise right and wrong.
