I don't think the oil-for-food shenanigans had much, if anything, to do with France's decision.
I have no answers to your questions....only further speculations that we've all seen and discussed on this list, among other places. I do think i've formed my opinion, though, on why I think France chose not to support the Iraq invasion. I don't think France cared much about Iraq because Iraq didn't care much about France. Whether France thought Iraq had wmd's or not was inconsequential. That is to say, even if France was positive Iraq had wmd's, I still don't think they'd of supported war. I do think they believed that Iraq posed at least a mild threat to the US, their sworn enemy....and frankly I don't think France cared one bit. Basically, we're not bothering them, they aren't bothering us....if YOU have a problem with them, you deal with it yourself. After all, isn't this the kind of foreign policy everyone is crying for the US to adopt? For what it's worth, I don't blame them. If the tables had been turned, and France had come to us with some weird problem they have with some country that we see as benign....I'd of told them to piss off too.
