I think the dots are all actual Wi-Fi APs, and it all looks like that
because war drivers are just people in cars driving around sniffing
for Wi-fi networks.  That means the main roads are going to be covered
more than other places as the dots don't mean that's the center of the
transmission, just the GPS coordinates of the location when they
picked up the signal.

Note that if you zoom in enough it will show the SSIDs - you could
drive over there and see if you can connect!
