Are you saying that illegal aliens drive without licenses or insurance right now in New Mexico? So if they get caught they're sent home, sneak back in, then drive again. I would think issuing licenses would force more of them to get insurance because now we know who they are. We can track them because if you're here and you don't have the license or DMV ID the penalties will become more severe. Now with a license we can tell if you were driving without insurance before. In NY first offense is $1000 fine and I think mandatory suspension of license for one year. Might have changed since I'm always insured these days I don't pay attention :) It gets tougher each time you�re caught. Might even be jail time.
