I think anyone who believes that giving illegals driver's licenses will 
cause them to rush out and buy insurance is being a little naive. The
majority of them are earning minimum, or below, wages and they're going
to spend thousands on insurance? Most already drive so going thru a 
simple driving test won't ensure they're good drivers, either. As a matter 
of fact not having a licence would probably make them drive a little
more carefully to avoid attention.

Issuing licences to those here illegally simply gives them a legitimate
piece of identification, that can used for benefits and services for
which they are not entitled.
