Once upon a time, tips were intended as rewards for excellent service.

And once upon a time, before that tips was the ONLY pay that certain people, 
such as waiters, received.  Albeit this is going back into the early 19th 
century; back in the day working as a waiter you only got a meal or two between 
services and tips.
