I've also heard Bush recently call it "Political Capital" which leads me 
to believe that his team realizes that he is in for a fight.  The 
Republican party has become much more fragmented post election.  Bush is 
concerned with his legacy.  The Senators and Representatives are 
concerned with getting re-elected.  The first cracks in the party are 
already visible.  I haven't had a chance to read any reviews, but 
initial reports are that Newt's and Christine Whittman's new books are 
critical of Bush.  It is also reported that McCain no longer feels 
obligated to toe party line now that the election is over.  Analysts 
expect Guliani and every other presidential hopeful to lob a few attacks 
at Bush before it's all over.

As a side note this is very interesting.  I always thought that Bush had 
  a quality about him that commanded loyalty.  This theory is in 
jeopardy.  Clinton, while facing his own problems, still commanded 
influence over his party.  I'm not too sure if it was actual loyalty or 
the Dems were beholden to his public appeal but none the less he had 
incredible sway as a lame duck President.  Bush's power, in contrast, 
has been waning since he was re-elected.
