Who *knows* why they are building a nuclear power plant in New Mexico. A very remote area of New Mexico at that. They aren't telling anyone.
Nor are they telling anyone, including the governor, the state department of the environment or... anyone, except for one lawyer apparently, and *he* is under a gag order... whether they are building a pebble-bed reactor or something else.
