Sure, the cats roam other peoples' yards.  With two exceptions (both
owned by the same people) so do the neighborhood dogs, and cats owned by
other people.  I've never had to stop in the street for animals, but
I've routinely had to for idiot kids in the neighborhood who slide out
of their driveways on scooters or bikes without looking for traffic first.

As far as barking dogs go, do I get to shoot the dog next door (to me,
not my parents) because he barks every time I step outside?  Dogs bark
for a good number of reasons, starting with the fact that they are dogs.

Finally, when it comes to dead birds in your yard, you don't have to
worry.  The only cat who regularly hunts prefers rodents, and she eats
them.  No muss, no fuss.

Personally, I think your reaction is just a bit over the top.
