No. It is however the school system's responsibility to provide this
child with access to an education, like it or not, agree with it or
not, it's the LAW. If the child can't behave in a mainstream program
she should be in special ed. But it is not *her* responsibility to get
herself there. It is up to the adults in her life, the teacher and the
parents, to make this happen if it needs to. So I still say that even
if this was an utterly unprovoked tantrum by a child that has major
problems (possible but not known) she is still not the problem here.
