If you haven't worked out in a while you need to start with the low-weight / high-reps for a few weeks just to prepare your muscles otherwise you could hurt something. After that I'm guessing either or. Low reps might work faster but may be discouraging until you get hooked on endorphins :) Most important thing is to work the gym into your life and not use it as a temp fix. So high reps might be better as a long-term plan.
