This happens all the time.  In Israel Benjamin Netanyahu recently quit Sharon's 
cabinet to protest the eviction of settlers in Gaza.  In Germany Gerhard 
Schroder recently lost a vote of no confidence.  None of these things make a 
very big splash in the US media which lately seems to be fixated on celebrities 
and other trite.

As to whether Japan is a world power - economically yes ... in all other 
respects no.
