No. You cannot threaten to kill someone....its a crime.

Again, there is grey area here. If I say "all people with red hair should be 
killed"....am i making a threat? That's subjective. If I say: "I'm going to 
kill all people with red hair", that is pretty obviously a threat, and that 
is against the law.
