The guy is the President of the United States! He has the resources
of the most powerful nation in the world at his finger tips. He has
executive authority. He has a staff of thousands and the world's most
powerful military at his disposal.
Has Mr. Bush's horseshit leadership set expectations so low that now
people think "what could one man do?" when any challenge comes up?

If I was President I know exactly what I'd do and I'm only getting my
information from MSNBC. I've already detailed it in 5 seconds off of
the top of my head, but to completely answer you he would:
1.) Delcare a national diaster area, and assign a New Orleans diaster
control office (CO) and coordinator.
2.) Have the controller divide the city into sections.
3.) Assign a CO zone point of contact (PoC), and a zone team leader.
4.) Send the zone teams to:
a.) restore law and order
b.) set up a communications, aid distribution, and hospital HQ
c.) Take a census
d.) relay needs and priorites back to his zone PoC
e.) Create plans for caring for victims, distributing aid, and
evacuating the area.
5.) Provide aid, comfort, and communications
That's what I expect him to do and more. I came up with that in 5
seconds and I'm just some dude with a TV. He's the fekking President,
I expect more and so should you!
