It was probably not entirely clear to anyone, the governor, the president, 
or the National Guard, just how bad things were on Monday. It's getting to 
be Friday evening. What was your excuse again? I see no particular reason 
why the president could not have made a phone call to the Pentagon after the 
news broke on Tuesday that the levees had broken.
