In all likelyhood, yeah, that's pretty much how it boils down... Yeah,
they had turned down plans to build in in the past few years, but it's
been my impression that the larger a construction project is, the more
it will be delayed (disproportionate to size), so given that this one
would have been huge, I'd have expected a minimum of 10 yrs to
complete, but a window of only 4 yrs or so from the time they proposed
it.

I'm honestly amazed at how quickly they've been hammering out the work
on the "High 5" interchange in Dallas (although I haven't seen it in
over a year -- is it finished?)... in spite of the fact that they
decided that colorful paint took precedence over structural work.
