Except this company has 50 divisions each with their own division head. It has 
numerous sub-divisions each with their own heads. It has other divisions that 
associate with the 50 major divisions, each which has its own head. If America 
was a company and there was a disaster in one division that had an effect on 
others, then it's not the entire company that has gome horribly wrong, it's a 
part of it. Does the CEO of Microsoft get booted everytime a virus affects all 
of their operating systems? 
The CEO is responsable for the entire company and the company is still up and 
running, still making a profit and still handling its responsabilities. If, at 
the end of the quarter the CEO is evaluated and found to not be effective in 
running the company, then steps can be taken to remove him before his term is 
up. Until we get a quarterly report, we have only vague speculations as to his 
performance and the performance of the company as a whole.
