OK, a few things, first, the US Army is NOT permitted to enforce city
and local laws, they have zero authority.

Second, the government is not responsible for the people, that is NOT
true, the government is a tool empowered by the people.

What you are saying make it clear that you do not understand the intent
of the federal government, the federal government is a means to unite
several states. It is not supposed to keep people safe from natural
disasters, it isn't even the first responder in the event of a natural
disaster. The first responders are trained and funded by the city and
the states, some money comes from the federal government, but the actual
spending is still determined by the city and state governments.

That's actually something that seems unique to the US in this time of
national disaster.
It was mentioned on the BBC Call in show, that in Grenada
(predominantly blacks of african descent, and a large percentage of
them poor btw) there was no widescale looting, not because there was
not the intent, but because AS SOON as the storm past, the Army
responded in FORCE in the downtown districts and made their presence
felt.
