OK, a few things, first, the US Army is NOT permitted to enforce city and local laws, they have zero authority.
Second, the government is not responsible for the people, that is NOT true, the government is a tool empowered by the people. What you are saying make it clear that you do not understand the intent of the federal government, the federal government is a means to unite several states. It is not supposed to keep people safe from natural disasters, it isn't even the first responder in the event of a natural disaster.
