If a car could be driven to it from outside the city then people could walk 
out of the city. Yes there is a large portion who might not be physically 
capable of doing it but I think the real issue might be if the law 
enforcement would not let them out of the city. I know one blog says people 
were blocked on one of the bridges by police not sure if all means of exit 
were this way or not.
